The S-13 was a sodium vapor detector tube. A resistance winding was connected in series with the filament and wound around the inner bulb to raise the operating temperature. The frosted glass outer bulb was only for protection and not hermetic. The heater winding around the inner bulb can be seen in the close-up photo.
